Surely, this operation must be led and co-ordinated by someone, somewhere.

I would suggest that the Intelligence Agencies are directing this activity - specifically a group within the CIA.
The Democrats have said they "have six ways from Sunday to mess with you" if you get on their bad side. I believe we are seeing the results.
But the Agencies have hidden backers from the oligarchy that controls this country. And they have lots of like-minded supporters in other Federal and State bureaucracies. It is a very complex flock of birds moving in the same direction. Sixty years of cultural rot has made that possible. Removing a handful of villans from visible power is not going to be enough to change the course.
The driving force is 1,000 of the wealthiest people in the country, who want America firmly subjugated in a new feudal system.
