In Pennsylvania, Democrat Gov. Tom Wolf used the COVID-19 pandemic as cover for hurrying through new voting rules that bypassed reasonable deadlines or restrictions.

Wolf was also one of the five Dem governors who placed Covid patients in nursing homes, inflating the death toll and making Covid look far more dangerous to the general public than it actually was. IMO this was deliberate and gave cover to the mailed ballot gambit. We have seen cases spike recently and the death rate is far less than the initial outbreak.
