“Effective” in this context means the vaccine invokes neutralizing antibodies and T-cell responses to the preferred targets on SARS Co V 2.
Obviously, they have not done exposure experiments.
If you are not at the head of the line for vaccine, keep an eye on people who get exposed or infected after vaccination to make sure that the immune response called forth by the vaccine is not harmful. It is possible that Pfizer has some infected vaccine recipients, we will not see the full data set for months, if then.

I’m not sure if Pfizer is one of those Trump paid to start manufacturing during trials so there would be some significant stock pile to begin release to high risk groups and first responders.

I called my doctor today for a referral for a antibody test. They said that the antibodies only give immunity for about three months
Vaccines work by causing the body to create antibodies by exposing the body to dead or weakened forms of the virus (or viral proteins).
Since the antibodies don’t last for longer than three months no virus will be effective unless we vaccinate EVERYONE in the world in about 1 month thus destroying any reservoir of the virus.
This is not going to be done.
A far smarter thing would be to just prophylactically dose the entire population with HCQ for a few months
