I have a question. If President Trump wins the popular vote, does that mean that California and those other states that passed that law about electoral votes going to the one who gets the most popular votes will have to cast their electoral votes for Trump no matter what?

I’d love to see a someway, somehow, Hillary as an elector have to vote for Trump.

No, the Federal Congress would need to pass a law for that to occur.

Best States could do is split up their EC votes via Maine and Nebraska.

That silly Popular Vote Agreement has a provision that says it will only go into effect when states comprising more than 50% of the Electoral College adopt it — which hasn’t happened.
