Don’t know for sure, but jt is possible the Secretary of State is showing outstanding precincts as those with no results whatsoever yet, but the NYT and NBC are basing their numbers on the total number of mailed ballots reported returned.
That would potentially explain the 99% vs 91% difference.
WI 91% - Trump still up 120K. This isn’t VA so i’m not sure they can find the votes to overcome that.
