He’s probably just stepping away from the numbers and looking at the bigger picture. It’s not about Pennsylvania’s 20 EVs. He just figures it is highly unlikely for Biden to lose PA without also having already lost a whole bunch of other competitive states.

He still has Biden at about 90% chance to win, MUCH higher than he did when Trump ran against Clinton
