PICC lines usually dont run down that far, And the pigtail doesnt look like a pigtail. Many drugs that have to be run through a PiCC line dont do well in a peripheral access, as they can be toxic and caustic to the blood vessel, which is why take lines usually land in the subclavian area.
Not sure what it is but I dont think its a vascular access.
However, many interventional cardiologist will use a Radial access to place stents or perform other types of intervention. They are safer and you dont have to lay on the table after the procedure with sandbags waiting down the femoral artery.

No. Not possible. An IV bag contains 100mls of saline. You can’t be wearing a suit jacket. There is tubing from the bag with a penetrating flexible plastic needle like tip that has to be inserted into a vein and you have to be laying down.
True enough in a hospital or med office setting.
However in Bidens case with his quite apparent disability requiring quick IV drug delivery while wearing a suit and tie and the need to disguise that fact in a public setting, it's a PR solution.
With 30 minute breaks,it's a matter of seconds to place the IV port and start the juice jump starting the brain, withdraw the port and send him back.
Might also explain his the "Lids" and his hiding in the basement.

FWIW, I've had IV ports on the back of the hand several times, never a pleasant placement, but necessary under conditions at the time.
I’ve never seen a pen stuck there. It would fall out! Most people use a shirt pocket.

Yeah, I’ve had IV ports on the back of my hands too. Just this past Sunday I was wo work in the hospital I work in and couldn’t catch my breath. Had to be keep over night. This is the second time this has happened to me in tow months.
Damn good thing I work in a hospital ER. The nurse put a port in my left hand. She said ‘’You’ve got beautiful veins. Nice and ropy’’.
Hubby’s seen guys stick pens up their long sleeves at his workplace.
That said there’re pics on Twitter of BiteMe’s pen in his right hand while something is still poking out of his left sleeve.
Now I’m really wondering about some kind of medication pump.

I agree it for drug infusions and general pick me up infusions of B-12 and vitamins-minerals. Same as Hillary, Diane Feinstein, Pelosi get some magic juice for critical events. Infusions are very in these days and expensive. They are slow drips where you sit back in a padded arm chair for an hour plus as it drips in.
That said, how many people carry a pen up their sleeve like that instead of in their shirt pocket where it belongs? And did he ever take it out and write with it?
