Florida man dies after escaping custody, jumping into bay while handcuffed, authorities say

A handcuffed Florida man in police custody drowned on Sunday after he broke free from an officer and jumped into the Boca Ciega Bay, according to authorities.

Donnie Brownlow Jr., 33, had been arrested by police who responded Sunday evening to reports of a domestic disturbance in Treasure Island, which is near Tampa Bay.

Brownlow was arrested for domestic battery, obstruction, felony driving while license suspended or revoked, and violation of probation. He was then taken to the Treasure Island Police Department to wait for a jail transport van.

Charge of domestic battery; often these women beaters will "take advantage" of the police arresting them or someone beating them up to protect the woman to get sympathy later.

The mental roadblock that allows otherwise normal women to end up with these guys has a "sympathy" bonus. Often the woman beater will actually try to get beaten by the cops or whoever so they can come back later and say "See what you did to me?" And it works a lot.

Looks like Florida Man miscalculated his sympathy factor here but I hope his victim is getting good counseling that it's not her fault.

I’m sure they will find a way to blame the cops. Was it really necessary to use handcuffs? Wouldn’t water-wings have been safer, being so close to the ocean?

This is why the knee on neck restraint was being used on George Floyd. He was a danger to himself even while cuffed, and this case demonstrates the kind of thing that can happen.
