And real live cops don't hide in buildings. That's what department issue Glock 17s are for.

The truck bomb at the Federal Building in Oklahoma City was a wakeup call that we don't live in Candyland where glass and steel buildings offer acceptable protection against those with malicious intent. We're closer to needing the defenses and distances required before even Medieval times. Since those in positions of legal authority are corrupt and won't go on offense against those who would harm others, expect to more buildings built on isolated campuses. Insurance carriers are going to price accordingly.

Our cities fail on a number of levels, most related to geography and geometry;
-Bridges and Roadways that are too narrow not only for the volume of vehicles but also for emergency responders and protection
-Outdated infrastructure and tall buildings due to cities being jammed in near rivers (no longer required due to road and rail access since the invention of the reciprocating engine) where, if not limited by the base level footprint, would be lower, longer, and wider as well as spaced further apart, not just for access but for security. Buildings jammed next to each other and only a sidewalk away from danger are a liability.
