Yes, they did. I remember reading that it was highly effective against the Palestinian demonstrators. It was later deployed in India and had no effect on the crowds. It’s all about what smells they are used to, I guess.
I don’t know if they can target small areas with an EMP burst. If they can they will destroy smart phones and fry burner phones. This is an inexpensive method of punishment for revolting against the country and being revolting.
Two here have said we just can’t use fire hoses because back in the early 60’s police in Birmingham and Memphis got too rough on the blacks by using fire hoses on them when they rioted.
