Rich New Yorkers Aren’t Filling Out the Census. Poor New Yorkers May Suffer.

If residents who fled the virus for second homes aren’t counted, the city could lose out on crucial federal money — and congressional seats.

When city officials took on the herculean task of getting every New York City household to fill out the census, an eat-your-vegetables exercise that provides millions in federal aid to low-income residents, they didn’t expect the Upper East Side to pose much of a problem.

Only 46 percent of Upper East Side households have filled out their census forms, according to a June 25 report circulated by the Department of City Planning’s chief demographer, Joseph J. Salvo — well below the neighborhood’s final response rate in 2010, and short of the current citywide rate of almost 53 percent.

“They’re not here,” said Liz Krueger, a Democratic state senator, referring to her constituents in Midtown and the Upper East Side. “No one’s here.”

Many New Yorkers who had the wherewithal to leave the city did so, just as the census was getting under way this spring.

And for census officials, wealthier neighborhoods in Manhattan are now unexpectedly proving some of the hardest to reach.

Only about 38 percent of households in Midtown Manhattan have filled out their census forms — the second-worst response rate in all of New York City, after North Corona, Queens, which is at about 37 percent. The rate is only slightly better in the area encompassing SoHo, Tribeca, Civic Center and Little Italy, which is home to wealthy residents as well as many college students; those tracts have response rates of about 46 percent.

“An incomplete count could cost the city its fair share of that funding,” the report found. “Missing just one person in the city could reduce education funding by $2,295, and job training by $281.”

I would say this was good news but hit the link to find out how the "census outreach workers" are trying to get illegal aliens counted. I wonder how many times?

How much of the city’s funds go to the food, housing, education and other social services of illegal aliens?

The city should cut there—and the problem goes away.

One would think the government already has this information and more based on annual tax returns. Asking for it again is ridiculous.

Yes they are able to do population estimates from other information, but the census bureau is a separate bureaucratic entity within the federal government.

Someone should remind the New York Slimes that the Census wanted you to report where you were on a specific date (April 1, I think it was). So, if all of the “rich” were stuck in their winter homes in Florida on that date, guess where they report themselves?

I don’t buy this. It is primarily done on line so people up at their second home is really a none issue. There was another area that was claiming low responses. Think who was in charge of the last census, did the left manage to cheat the census like the elections?

All the ads on the radio that I hear tell me that I have to fill out the Census Form to get free goodies.

I'm opposed to free goodies.

Maybe 54% have decided to permanently move away and are just waiting for the sale to close on the giant loss they are taking on the formerly highly-sought Manhattan Condo.

Let’s see now.

I guess that means these rich New Yorkers are now claiming they are residents of other states and will be counted in the census as NOT RESIDING IN NEW YORK.

Sounds like a good news report from the New York Times.

Maybe New York will lose a couple of seats in the House of Representatives. Boo Hoo!!!!!

The answer was “not NYC”. They all left.

We had to “import” tens of millions of people in order to beef up our “minority communities” Other wise known as democrat run States and Cities.

I'm not cooperating with the Census this year.

I'll pay the fine, if it comes to that.

I want the blue state I live in to lose representation (I know that my single refusal won't do this, but if enough do this, maybe there will be an effect).
