Sounds like you have fallen into the trap of disproportional effects = racism. What if its just a matter of choice? What if blacks just prefer to live in cities and not rural areas? Does that make them racist against whitey? What if the proportion of Japanese in rural areas is lower than in the cities? Were the zoning laws intended to be racist against Japs? How about Jews? The whole idea is ridiculous.

I live in a very small town in the Northeast with very restrictive zoning—and I really like it here.
It is almost impossible for any new construction to happen here.
If you talk to the locals (nice church-going folks) they will tell you they are trying to preserve the rural character of the town.
That rural character includes large lots, relatively low taxes, minimal public services, etc.
We are far from schools, hospitals, restaurants, other entertainment etc—a sleepy town....
We offer no social services for poor folks—so only very self-reliant people like it out here. This time of year you will find big gardens and big farm stands.
Technically we are not racist—but, of course, there are virtually no blacks in town (even though the cities down in the valley are majority black).
The town has very low crime and many families that have lived here for generations.
The town does not like outsiders—any outsiders.
The town wants “people like us” moving in....
So, blacks are a subset of people “not like us”.
That may make you uncomfortable, but that is the real world.
In our town we don’t have any virtue signalers, so we have no hypocrites.
But—if some idiot in town started blabbing about “black lives matter”, they would be a total hypocrite.
Could black folks move into town—legally, yes?
Would they like it here?—probably not.
These "humans" are simply the embodiment of the term "useful idiots".
Lessee how quickly they change their tune once violence visits their doorsteps (ala:Jenny Durkan).

It doesn’t make me uncomfortable at all. After I retired I moved to a small town in rural northeast PA. When meeting my neighbors I got some worried looks when they heard I was from “NY” (even though it was upstate NY). Anyone from NY is considered to be “not like us” until proven otherwise. White or black. It took a while to be accepted but I was. Now my biggest concern living here is that “the wrong kind of New Yorkers, Jerseyites, etc. black or white are going to move here and ruin it.
