Restrictive zoning has the effect of being racist—if you look at the demographic numbers of the rural Northeast, they speak for themselves.

Folks who virtue signal while engaging in restrictive zoning are total hypocrites.

Sounds like you have fallen into the trap of disproportional effects = racism. What if its just a matter of choice? What if blacks just prefer to live in cities and not rural areas? Does that make them racist against whitey? What if the proportion of Japanese in rural areas is lower than in the cities? Were the zoning laws intended to be racist against Japs? How about Jews? The whole idea is ridiculous.
