Is this a result of Robert’s recent ruling about administration process regarding DACA.
Technical rules on how regulations have to be made known.
The ruling is not about authority to make the regulation change, but how the change was made and made known, or not made known, in a time frame required by law. It’s a technicality but that technicality is in the law.
The judge did not render a personal opinion about the heart of the regulation. He read the law that Congress has saddled the executive with.

We are part of a treaty defining ‘refugee’ rights among countries. Refugee status is available in the first country that offers it. In this case, refugee seekers from S. America come thru several countries that signed this treaty. Mexico is among them. So they can’t ‘pass up’ Mexico to come to the U.S. That’s why they are required to wait in Mexico.
UN regulations actually say the same thing. You are supposed to stay in the next country. You don’t get to welfare-shop and demand to stay on the other side of the world.
