There is no limit to the number of tickets sent out through email. Trump could have charged for the tickets. Instead he uses the information he gets from those signing up to request donations, ask for volunteers, etc.
The tickets don’t get you into the building, they give a million tickets and the first 20,000 get in. From the camera angle it doesn’t look full.
