This fits more accurately with other information I saw coming out of China. They didn't realize how bad this thing was until the infection was massive.
We at least slowed it down enough that now people are even questioning whether or not it is dangerous.

It is a legal requirement for everyone to own and operate a cell phone.
China Telecom already spilled the beans saying there are now 22,000,000 subscribers between December 2019 and March 2020.
Nationwide, 22,000,000 dead. No guessing involved.
