There is a public health enterprise that has been in place that Fauci is at the core of in terms of infectious diseases. The budget for the operations is multi-billions per year spread across HHS Institutes and Centers and agencies.
They have been supposed to prepare for these things for at least 15 years.
Fauci has been in this position as The Director of the National Institute for Allergy and Infectious Diseases for 36 straight years.
