Reminds me of an old si-fi story I read about 55 years ago.

In showing it to a group of wold scientists he urges the Chinese delegation to not get too close.
After they go home, the Chinese scientist several “safe” versions of the catalyst, and orders thousands of white mice and white rats.
The Canadian bio-weapons lab makes Asian targeting virus seems to be gaining a foothold. ChiCom spy in lab gets sample and disappears. Wuhan lab mishandles the sample and virus escapes. Canadian head of lab winds up dead in Kenya where ChiComs have a large construction projects.

The logic is contingency. Studying potential bioweapons that might be used against China, to learn how to mitigate the problem.
Also adding to the arsenal of domestic population control options, in case that becomes policy. Not simply control of numbers but control of behavior. Such as during a widespread popular uprising, quenching it by means of a pandemic which suddenly makes a functioning government crucial.

If this is an engineered weapon, then the Chinese will know one hell of A LOT about it, and could be very helpful in ending this near-pandemic. They need to come clean - I’m sure they know what happened, weapon or not.
Pet theory: China, being fundamentally a communist dictatorship which invariably screws up the supply/demand balance, needs to reduce the surplus population to match supply.
Naa, being Communist, they have MUCH MORE cost-effective ways to address ‘population issues’.
