How long has it been that ANY Democrat, in any state, paid any real attention to the plight of HBCUs, most of which were actually founded by Republicans? I've long maintained that a major impediment to the success of particularly young black men and women is the state of education in government schools, especially those in the inner city. Now, after decades of neglect, it took the "racist" Donald J. Trump to actually do something about education in the black community - and he's bringing some Democrats along with him, albeit reluctantly no doubt.
I have a different take.
It is the failure of the family unit that has seen the decline of education of the young folks. We are seeing it more and more in the broken and the single parent family of non-colored, where the drop out rate has risen.
The government is not the answer, as Ronald Reagan said, worse words to the Americans is, we are from the government and we are here to help.

You have to have some ability to go into a “STEM” field. The reason for the “under-representation” is NOT discrimination, but failure to meet minimum requirements.
Our education across the board is abysmal for the lowest 70%, regardless of race, who can’t figure it out on their own.
And unfortunately the college level is far too late in the pipeline to address it.
