Virginia Gov. Ralph Northam proposed a $1 million investment Monday to implement a program to train STEM teachers at the states two public historically black colleges and universities. Ernst Volgenau, founder of the research management firm SRA International, has pledged an additional $2.5 million.
The demand for STEM education is growing rapidly and we must ensure that students of color, students form lower-income school divisions and students in other under-represented populations are not left behind, Northam said in the announcement.

How long has it been that ANY Democrat, in any state, paid any real attention to the plight of HBCUs, most of which were actually founded by Republicans? I've long maintained that a major impediment to the success of particularly young black men and women is the state of education in government schools, especially those in the inner city. Now, after decades of neglect, it took the "racist" Donald J. Trump to actually do something about education in the black community - and he's bringing some Democrats along with him, albeit reluctantly no doubt.
I have a different take.
It is the failure of the family unit that has seen the decline of education of the young folks. We are seeing it more and more in the broken and the single parent family of non-colored, where the drop out rate has risen.
The government is not the answer, as Ronald Reagan said, worse words to the Americans is, we are from the government and we are here to help.
Memory fails me.

I am a former resident of VA, and I cant think of them.

I had no idea Norfolk state is/was historically black. And the other one I have NEVER heard of as a state school, black or otherwise.

Virginia State University is a public HBCU and Hampton University is a private HBCU. Booker T. Washington attended Hampton University and later taught there.
Norfolk State is one.
Hampton U & Virginia State are the only 3 I can think of.
I am not aware of any engineering programs and any of them.
Also $3.M spread across 3 universities is chicken feed if they are trying to start STEM programs from scratch.
Should be spread across 3+ colleges\universities is chicken feed!

You have to have some ability to go into a “STEM” field. The reason for the “under-representation” is NOT discrimination, but failure to meet minimum requirements.
Virginia State in Petersburg, and Norfolk State in Norfolk. I can’t remember offhand if there are any others.

I don’t believe I said anything about discrimination, but referred instead to the quality of education in, especially, inner-city schools.

Trump has pumped major federal funding into the historically black colleges.
And I agree, they largely seem to be backwaters deceptively leading their students and graduates to believe they have competitive skills when they don’t.
Our education across the board is abysmal for the lowest 70%, regardless of race, who can’t figure it out on their own.
And unfortunately the college level is far too late in the pipeline to address it.
