If the first Bush had paid more attention to the economy or the second Bush had stayed out of an unnecessary war, kept spending down, and dealt with the housing bubble and shaky financial situation, I wouldn't complain much about them.
McCain and Romney were more deeply flawed. But the party could have nominated and elected people who were seen as "true conservatives" and people would still find things to complain about.
What Kristol doesn't see is that most conservatives and most Republicans weren't at all enthusiasts for McCain or Romney or Bush I. They were only supported because they weren't Democrats (I remember more enthusiasm for Bush II - that's something people will have to come to terms with for themselves).
