I’m not sure he saw her hand. IMO, she probably timed it so that he wouldn’t see it and then it would look like “big bad man is mad and wouldn’t shake poor lady’s hand”

I think you're right. He never saw it. I looked at it again....You would think she would say "Mr. President" as she put her hand out. It was a real lame attempt to get a handshake.

And manners has its limits.
