* Carbon-emitting power plants pay for the carbon they release into the atmosphere.
About half of the revenue goes to low-carbon or carbon-free resources like wind, solar and hydro.
The rest would be distributed back to consumers.
Which will be not one dime.

YET, the "social cost of carbon dioxide emissions" just "promotes clean energy generation and encourage dirtier generators to close or invest in more efficient technology and reduce their carbon output."
It doesn't outlaw fossil generation. Because there is NO WAY on God's green earth that renewables can replace fossil fuels, they will continue in the mix and be outrageously expensive. They LIE when they say they will be "zero emissions" in 20 years. It's a huge lie.
And them claiming they are going to "refund" the extra money collected to the people? Oh, come on.
It will have no effect on the climate, since our sun controls our climates. Man has not yet learned how to control the sun.
