Per this article, Ebola killed 2,235 people out of 91 million inhabitants of Congo over a 15-month period. However, measles killed 6,000+. That's 2.46 and 6.59 deaths per 100,000 people.

By contrast, the American death rate for flu was 24 per 100,000 people in 2018.

Maybe there wasn't enough hype over Ebola. / sarc

Is that outbreak over entirely?

Because if it’s still circulating there it isn’t over.

As long as it isn’t over, the chance it could break containment exists.

The relevant metric isn't deaths/total population but deaths/(people infected).
