The country is facing a "grave situation" Mr Xi told senior officials, according to state television.
The coronavirus has killed at least 41 people and infected some 1,400 since its discovery in the city of Wuhan.
Travel restrictions have already hit several affected cities.
And from Sunday, private vehicles will be banned from central districts of Wuhan, the source of the outbreak.
A second emergency hospital is to be built there within weeks to handle 1,300 new patients, and will be finished in half a month, state newspaper the People's Daily said. It is the second such rapid construction project: work on another 1,000-bed hospital has already begun.
Specialist military medical teams have also been flown into Hubei province, where Wuhan is located.
The urgency reflects concern both within China and elsewhere about the virus which first appeared in December.

0.03% is less than the garden variety influenza mortality rate.
Do you think the ChiComs would be basically crashing their economy and quarantining 50M+ people over the flu?
It’s an honest question.
you dont build 2,300 new hospital beds for 1,400 infected.
From the images they aren’t either - just a lot of parked hoes and a few bulldozers, but no rock trucks - no activity, just a show or as some are thinking a mass grave ... in any case there is no way with the quarantine to stock the hospital.

Yep small potatoes which is why XI called out the the regular army units (PLA) - some of which are in Class 4 hazmat suits, the roads are being physically closed, 58 million people are in quarantine, and of course, with such small potatoes, ruining the Chinese economy (which sets the stage for a power struggle or revolt) is the best thing to do. Every one does it ...
If hes saying this then that means its twice as bad as hes admitting.
As I mentioned to another poster (who thought that Xi's speech meant it was twice as bad as he admits), Xi's admission means its twice as bad as you can imagine ...
Precisely why I’m paying attention to this.
I don’t think they’re crashing their economy on purpose for some ‘civil order exercise’ as suggested by a poster on another thread.
I might buy that excuse if it were a small city of less than a million that were quarantined with no cases outside of China.
I’m waiting on the mortality/morbidity info from western patients or patients in western hospitals.
