Flint’s Democrat-run government used the New Orleans plan for Hurricane Katrina recovery money as a model on how to divert funds to their corrupt pockets, businesses that would funnel kickbacks to them and the usual Democrat constituent groups. Money to fix the water department mess was used after all the nonsense above.

If I had to locate an exact cause of the crisis, above all others, it would be the ideology of extreme austerity and all government is bad government.' So you fight against that ideology by skimming off half the money for unrelated spending, spending the "good" half badly on political cronies rather than with the best company replacing the actual lead pipes and then whine about not having enough money.
This should result in actual prison time, but I doubt anyone will even be put on leave.
