Therefore, no one will be cut off. Some persons aged 18 to 49 who aren’t disabled or raising minor children may voluntarily drop off if they don't want to either work at least part-time or be enrolled in a vocational training program.
Using the left-wing media's approach, the news also could have been reported this way:

Why do this to ANY American citizens before completely cutting off ALL food stamps to illegal aliens?
That’s a drop in the bucket but a good start.
An adult should not be allowed welfare but for six months twice in their lives and absolutely none if they aren’t a citizen.
