Fiona Hill, former National Security Council senior director for Europe and Russia, will testify before the House Intelligence Committee on Thursday, Nov. 21, in the impeachment probe into President Donald Trump. Hill told lawmakers in closed-door testimony last month that then-national security adviser John Bolton expressed concerns that the Trump administration was trying to pressure Ukrainian officials. The focus of the impeachment inquiry is a July 25 phone call in which Trump asked Ukraine's president to investigate 2020 presidential candidate Joe Biden.

I think she's there to speak about the tone of the relations with Ukraine, and whether there was any general pressure being applied, not necessarily specific to the phone call.
I think this means that Schiff is moving the goalposts away from the quid pro quo of the specific call, and is now trying to establish a general policy of pressure towards Ukraine as background context for the telephone call. Schiff is trying to set the narrative that Ukrainians felt the pressure anyway and didn't need the specific quid pro quo in the specific phone call to feel pressured by President Trump to comply with his "favors."
