I always thought Giuliani was a bad idea. He is a NYC pol, after all, and the game is played “differently” with those guys. He comes across as a mob fixer. I’m not saying he is, but that is how he comes across.
We are headed into some very interesting times.
The President trusted him. Thats why he went outside the usual State Dept channels.
After listening to Sondland, its easy to draw up the picture. State Dept types ARE cringe-inducing to me.

For your edification, Giuliani fixed the mob in NYC. By fix, I mean he utterly destroyed them.
He warmed up by taking out their control of the famous Fulton Fish Market. He kept at it and used effectively the RICO laws, new at that time to decimate the mob.
If he comes across this way as you say, then it’s not due to any knowledge or understanding.
I saw all of this first hand.
