I think he was simply used to the status-quo of the Deep State running things. He was in no way prepared to actually drain the swamp as the President promised. He's used to campaign promises being empty pandering for votes and nothing more.
He was going along to get along and got buzz-sawed.

I feel like there is way more to the Jeff Sessions story than we know.
I really believed he was somehow blackmailed. Maybe he had a son with a record. Maybe Sessions himself had skeletons in the closet.
Because for a man to spend an entire campaign fawning over the candidate like Sessions did....for a man to be awarded a most prestigious position immediately upon that person’s election....than that man turns over the most important investigation of the candidate WITHOUT TELLING HIS NEW BOSS A THING ABOUT IT????
There’s more to Sessions’ story than we know.
