Probably the wreaths are from Wreaths Across America, an annual event on the second Saturday in December. I think they have wreaths for every veteran at Arlington. Lots of other cities have WAA and put wreaths on graves of veterans at local cemeteries.

Five days later, on December 20th, 2018; President Trump announced the withdrawal of 7,000 troops from Afghanistan.
No doubt the president used this quiet time alone at Arlington to either help make his decision, or to confirm that he had made the right decision.

The wreaths are put there by thousands of volunteers across the country at their local national cemetery the weekend before Christmas.
