Here’s one hypothetical Mayor Bill de Blasio will answer!
Hizzoner said Thursday that President Trump would be arrested if he pulled a gun and shot someone on Fifth Avenue, despite the president’s attorneys arguing in Manhattan appellate court Wednesday that Trump would be immune from prosecution.
“If anybody shoots someone, they get arrested, I don’t care if you’re president of the United States, if you shoot someone, you should get arrested and we would arrest him,” de Blasio told reporters at an unrelated press conference.
“Anyone who says that and calls themselves a lawyer should not be a lawyer, let’s start with that,” the mayor added. “But if you shoot someone, that’s a crime and no one is above the law. He would be arrested, period.”

He is a moron. His ability to effect the arrest would be federal secret service vs NYPD. If the evidence was there, the impeachment would take about 15 minutes and Pence would be president. More concerning is DeBlasio taking an obvious joke as real and making plans as if true.
That was part of the fig leaf for the Russia “investigation”. What about the video of Biden shaking down Ukraine to fire a prosecutor? He outlined committing a probable crime, using his official position for an outcome favorable to get his son out of a criminal investigation and there were millions of dollars of money to his family exchanged. What does the Mayor think on something a little more real?

Foreign diplomats have diplomatic immunity. They can shoot someone in cold blood and not be arrested. The host country can always withdraw their diplomatic immunity to allow the host country to prosecute. Absent that, no you can’t arrest someone with diplomatic immunity. So D’Blownose is wrong yet again.
A sitting president cannot be arrested or indicted. You have to wait until the end of his term and hope the Statute of Limitations has not run out on the crime.

Judge Denny Chin asked Consovoy how such a scenario would work under the president’s claims of executive immunity from prosecution and investigation.“What’s your view on the ‘Fifth Avenue’ example?” Chin asked. “Local authorities couldn’t investigate, couldn’t do anything about it?”
“Nothing could be done, that’s your position?” he added.
“That is correct,” Consovoy responded.
