That law only kicks in after states representing a majority if electoral votes have identical laws. If that should happen, it will go to the courts.
You have (for starters) an Art. IV Sec. 4 problem with those laws.

It doesn't become effective until enough states comprising more than 270 electoral votes have adopted similar laws. Even then it'll be challenged in the courts. It won't be in place for 2020.

They haven’t passed any such laws. They’ve voted to join a compact that hasn’t gone into effect yet, so nothing has actually changed, despite all the misleading articles that get posted about it around here.

Those laws are written to take effect only if the EVs of the states that passed them reach 270. Right now they are about 90 short. Plus they are already under legal challenge as they invalidate voter choice.
