I am not going to the NYT and read what the reporter wrote but from what I read here it doesnt sound like rigorous fact checking.
Talking to staffers is not much in the way of fact checking.
Did he get to review meeting notes or desk calendars?
Did he get to review phone logs?
Taking staffers at their word as to what really happen doesnt add up to fact checking in my book.
