The prisoners he was/is visiting would become John Q. Public in a short time, according to the article. He's not talking to those that have long terms still to serve. Thus, he's looking at those prisoners as voters in the short term. Every vote counts, and elections have been decided by very short margins. But, those prisoners would need their tool of preference in their 'profession', so, Butto could be plumb out of luck with them.
