It’s not an introduced bill; it is an administrative rule change of an Executive Branch agency.

Whole different procedure than enacting or repealing a law, and it does not involve Congress.

Every state has it own division of the EPA. In Oregon we have an office called, "The Watermaster". That bureaucracy is in charge of all surface water. I once asked the "watermaster" representative, "so when does the state seize control of the water that our good God gives?" "As soon as it hits the ground", was the answer.

It is bad enough dealing with them concerning our ponds and creeks on our property, but having Obama and his EPA minions in charge of the water usage on our land 3,000 miles away from a bunch of city slickers, NO. They actually thought they were experts, way smarter than land owners, farmers and ranchers.
