Whole different procedure than enacting or repealing a law, and it does not involve Congress.

It is bad enough dealing with them concerning our ponds and creeks on our property, but having Obama and his EPA minions in charge of the water usage on our land 3,000 miles away from a bunch of city slickers, NO. They actually thought they were experts, way smarter than land owners, farmers and ranchers.
