WASHINGTONImmigrants legally in the U.S. will be ineligible for green cards if they use any of an array of social programs, and prospective immigrants will be barred from entry if they cant convince a consular officer that they will never use such programs, as part of a final rule published by the Trump administration.
The rule, issued by the Department of Homeland Security, is one of the most ambitious and sweeping elements of the Trump administrations immigration policy, according to administration officials as well as immigrant-rights advocates opposed to the change.
The administration was all but guaranteeing fresh criticism from immigration groups for opting to push ahead in the wake of shootings in El Paso, Texas, that were apparently motivated by anti-immigrant animus. Similar sentiments were expressed after Immigration and Customs Enforcement carried out raids on food processing plants in Mississippi last week.
The rule change tightens the definition of who is likely to become a public charge under immigration law, a designation that prevents an immigrant from obtaining legal permanent residence, and which is also used by the Justice and State departments to determine which noncitizens can be removed from the country or prevented from ever entering.
Use or potential use of a benefits program such as Medicaid, housing assistance or food stamps could now disqualify an applicant, including around 900,000 immigrants currently in the U.S.

The new rule, is to actually enforce the existing law, which has long been flouted.

Trump referred to that issue during the campaign but dropped it after the election.
Jimmuh Cauter Supreme Court made that ruling when Texas tried to stop illegals walking across the border every day to go to school free.
The penalty can only apply if charges are brought and they never are. The SS administration know when SSNs are used fraudulently and to my knowledge no charge has ever been brought, they do however the legal owner of the SSN is notified, but children whose SSNs are used, they are not notified.

Liz, You make a lot of great points in your posts, about how our welfare system has been abused by many immigrants - legal and illegal.
This is not only recognized in the White House, but is the target of an extensively coordinated, “Whole of Government” effort.
White House Adviser Stephen Miller described the goal of the effort, to be to reduce “welfare seeking” among immigrants.
The vision of the Trump Administration, is to move our immigration system to one based on merit - with greater preference for those likely to contribute the most to our society (wealthier, better educated, healthy young adults, free of criminal histories).
The very first priority was to target the worst among the immigrant population - violent criminals and gang members. The current effort is another quality cut, systematically targeting the lowest performing economically (including most of the the outright negative performers, who are an unmitigated drag on our economy and finances).
This rule change, although major, is just one of many coming out this year (starting back around March, and expected to continue), seeking to take away the incentives from welfare seekers.
Have the Rats filed a lawsuit yet to stop this cruelty.

That is the way it had been before the rules were relaxed over the last 40 years.
I have many people who brought their families here in the 80’s and 90’s and they were proud their parents, who had never worked in America, were able to obtain Social Security benefits and state benefits.
Outrageous.
A former colleague moved overseas and had to prove that he either had a job or a constant source of income before he was allowed to re-lolcate. According to the left, the United States is the only nation on the planet that cannot monitor/restrict immigration!
Agree. They truly believe it’s not stealing if they need it more than they think you do.
