WASHINGTON U.S. Sen. Kirsten Gillibrand, inspired by the plan to tear down the elevated portion of Interstate 81 in Syracuse, wants to rewrite federal rules for hiring workers on such big infrastructure projects.
If she succeeds, at least half of the workers hired for the $2 billion project for a new I-81 would have to come from Syracuse.
Hiring priority would be given to people who face barriers to employment, including veterans, ex-offenders and the chronically unemployed.
At least a third of contracts and subcontracts would go to small businesses, and at least 30 percent of the contracts would be reserved for businesses owned by minorities, women and veterans.
Gillibrand, D-N.Y., proposed mandating the changes this week through the Build Local, Hire Local Act. The bill instantly gained support from a cross-section of national transportation policy experts and at least one big-city mayor, Eric Garcetti of Los Angeles.
U.S. Rep. Karen Bass, D-Calif., who chairs the Congressional Black Caucus, is sponsoring the bill in the House.

Funny, I agree with the idea of trying to keep at least some project funding in the area where the project is being built.
This is a public works project, I know. But the proposed level of government interference is maddening. No wonder why many businesses would prefer to locate their factories overseas.
With the list of things that have to take place one would think that the good Congress trailer is going to put some kind of insurance up to pay for the problems that arise from this maybe she should put up a million-dollar Bond
What happens when the job is complete? All of the people from Syracuse who worked on the project would then get laid off.
You can't fix stupid.

I've dealt with some of these preferred companies. One company that got a contract under an American Indian preferrment was owned by an Alaskan tribe. The only Alaskans employed were in company HQ in Alaska. All of the company operations were in Maryland, DC and Virginia.
What makes her think that the chronically unemployed and many of the offenders even WANT jobs?
There is also the completely foreseeable results of using people who couldn’t win the bids on the basis of competency rather than of race or sex: shoddy construction, delays, cost overruns, all of which hurt the people of Baltimore.

This is what socialism brings. Instead of building the best road at the lowest cost, building a road becomes aother battle in the social justice war.
On this type of local hire mandate it is always a clown show.
A 2 billion dollar road project has about 1.5 to 2 million man days of work. About 70% of that work is Operating Engineers, Ironworkers and Carpenters all with a four year apprenticeship or training program.
They all have to pass drug tests.
Ex Cons and unemployed in Syracuse making that hurdle is a joke.
The company that I worked for, occasionally did work for the city of Chicago.
One payday the checks came from a different company?
A classic fake do-nothing company, three black school teachers set it up to rake in the money.
They received the payout from the city took a percentage off the and top printed checks as directed.
I do not recall the percentage but it was a nice chunk.
And it became worse!
We ended up printing their checks, to get them out in a timely manner!!!
Unless your local community is 98% white. Then I suspect they’d suddenly have a problem.

Would many of them even be qualified for the jobs? (The right experience and skills, passing a drug test, etc.)
