Na, it’s called the residents. The City removes trash quite well. It’s the residents in some parts that throw it out windows, fill alleyways with junk, put it in vacant buildings, dump it all over the street. It would take an army of street sweeps to find and haul all that away.

And again... they’re all democrats - IF they even bother to vote.
The problem is that Democrats are incapable of solving problems, only of creating them.
For example, there’s a proven cure for residents defacing property, throwing garbage out of windows, etc. It’s the “Zero Tolerance” approach used with great effect by Rudy Giuliani when he was transforming the crime-ridden City of New York into a civilized place where residents didn’t fear being mugged if they walked down the street.
Rudy was a Republican. There is no chance of a Republican being elected in Baltimore or any other major city today, including Rudy Giuliani’s New York. Those cities have one-party Socialist dictatorships, like North Korea or Venezuela.
If Baltimore continues to deteriorate on its way to becoming another Venezuela, would the mayor of Baltimore call in the National Guard to help feed its residents? If New York City’s electrical grid continues to become overloaded, causing black-outs, will the mayor of New York even admit there’s a problem? Doubtful, because Democrats don’t solve problems, they only make them worse.
Memphis has a HUGE home Trash Pick up issue despite that the citizens pay extra for the pick up, the companies the city hires always Fail to actually do the Pick ups. They streets actually look better. Then they De Annexed several areas who are on their own with no government, no EMT, Fire, Police except county, and NO Trash removal and they still have to pay property taxes to Memphis for several years.
