The problem is that Democrats are incapable of solving problems, only of creating them.

For example, there’s a proven cure for residents defacing property, throwing garbage out of windows, etc. It’s the “Zero Tolerance” approach used with great effect by Rudy Giuliani when he was transforming the crime-ridden City of New York into a civilized place where residents didn’t fear being mugged if they walked down the street.

Rudy was a Republican. There is no chance of a Republican being elected in Baltimore or any other major city today, including Rudy Giuliani’s New York. Those cities have one-party Socialist dictatorships, like North Korea or Venezuela.

If Baltimore continues to deteriorate on its way to becoming another Venezuela, would the mayor of Baltimore call in the National Guard to help feed its residents? If New York City’s electrical grid continues to become overloaded, causing black-outs, will the mayor of New York even admit there’s a problem? Doubtful, because Democrats don’t solve problems, they only make them worse.

In all fairness, Martin O'Malley tried. He brought in Ed Norris from the NYPD to be his commissioner. Norris brought in some of his own people into the BPD. Baltimore's crime immediately began to decrease. Alas, Norris got forced out and was eventually indicted (as Maryland State Police Superintendent).

During the last primary season, the media ran many negative stories on O'Malley regarding his zero tolerance attempt.
