Mueller can be prosecuted for lying to Congress. If he reads a report, whose accuracy was his responsibility, and he recites anything false, he’s in trouble.

I think so... He is currently under investigation himself and to read it is to confirm that he is sure of what it says and claims. It will take away his “I’m not sure” defense later. I think he might be cautious not to incriminate himself on the record here while going into the future legal actions.
