I am of the opinion that wearing a mask or intentionally concealing identity while committing a crime, misdemeanor or felony, is de-facto proof of intent and should be a minimum 1 year felony with up to an additional 4 years (total of 5).

It’s not a complete solution, but masking while threatening (like with fists or sticks), or during commission of an assault should be an “aggravating circumstance” upping the minimum and average penalties provided under the law.
