He was a graduate of Old Dominion University with a Bachelor of Science in civil engineering.

I think the odds are good that he had a legitimate engineering degree. I saw him listed as an EIT in one news report, which stands for Engineer-in-Training. That would mean he passed a formal exam given by his states licensing board. Typically he would have either taken the exam in his third year of engineering school, or he would have needed a degree to take it later.
