China held back from immediate retaliation for higher U.S. tariffs, unlike in past rounds, taking time to weigh its options amid uncertainty over how the Chinese economy would weather a full-bore trade conflict.
A failure to break an impasse in talks in Washington on Friday opened a new phase in the trade fight after more than five months of back-and-forth negotiations. This time, some economists and analysts said, Beijing is taking stock of potential economic damage from higher tariffs.

Everyone keeps talking about a reality that does not exist.
China went into this without any ammo. They were already screwing us on almost every front including tariffs of 500% on US goods - including US branded goods MADE IN CHINA!
Those were the real world tariffs, not the ones on paper.
China will posture and huff, but if Trump keeps at them they will capitulate fully and eventually might even become good trade partners.
Maybe China will figure out there’s a new sheriff in town and his name is Donald.
China has already levied a tariff on most of our paltry 170 billion in exports to them. Since when is being out of bullets the equivalent of holding fire. We have yet to bring out the howitzers of laying tariffs on the other 350 billion of their imports and causing a rush of manufacturers producing there either back home or friendlier nations without a tariff to create an China syndrome economic implosion
China has already placed retaliatory tariffs on close to all US imports - they are just out of ammo to respond in kind.
Their previous retaliatory tariffs have generally been less than 25% though, because it is mostly stuff that they need/want - like components for products they export.
The great bulk of American products that do not serve their competitive, mercantilist interest, were long ago tariffed or otherwise barred from their markets. The USA is just getting around to responding to their decades of unfair trade.
These tariffs are going to hurt their economy pretty badly. The next round would be much worse. They are wounded.
They could get dangerous, looking for other ways to retaliate - but that might result in triggering that last big round of tariffs.
No wonder they are hesitating - they have no good options.
THAT SAID, this doesn't mean that we cannot have a good and functioning trade relationship with them. It just means that any trade deal we have has to somehow account for their natural dishonesty.
The solution: mechanisms to make sure they are not cheating and to amend the books when they are caught. Audits, investigations, examinations, reviews, analyses, dissections...
There is a secondary problem which arises due to a cultural difference.
The China culture is, due to communism, dishonest. But it is, due to longstanding Chinese history, an honor-based culture. "Saving face" ranks very high in cultural importance.
Yes, I know that is strange and self contradictory, but it is what it is.
The solution here is to make sure that the Chinese understand that the audits are not insults to their honesty but compliments to their cleverness (this flatters both their Chinese need for honor but still corrects for their communistic opportunism--er, cheating).
We watch them closely (audits, examinations, etc.) because of cultural differences.
They save face...we save a deal.

Right now I am i China. English languages news says Trump must cave to China or the US economy will tank and Trump will loose the 2020 election.
All intelligent Chinese understand the huge tariffs China places on US goods. They understand the rapid pace of Chinese factories moved to other countries for lower labor costs. They understand that China imports much of its food from other countries and that if the Chinese economy falters there will be political hell to pay.
It is clear over here that they miscalculated how far they can push Trump.
So Fox Business news sounds just like the Communist run newspapers in China. How surprising. /sarc.
