Not necessarily. For fraud to be committed, there has to be someone who was taken advantage and lost money. No one was injured. No one lost money. Therefore, no fraud was technically committed.
Now, could they show that he intended to commit an act of terrorism by sending “white powder” through the mail? That is something all together different.
I hope this guy gets charged and sent to prison for something. I hope his career is ruined. Most likely he will off himself.
