There are a lot of potential reasons it could have garnered 83 Senate votes, including vulnerable Democrats who want to be on record as being bipartisan.
Is this bill perfect? No. But just like with any other bill that has to pass a divided Congress, the question is whether it’s good enough. And to judge that, you can’t look at just this bill. People act as if this bill represents the sum total of all our legislation. If it’s not in the bill, it’s not going to happen.
We know that’s not true. There are other laws on the books which are just as much law as this one will be. There is legislation that authorizes POTUS to do much that is not contained in this bill, and likely allow him to get around much of what is objectionable in the bill.
He should not sign it and state the reason as I cannot see giving $$(amount of money here) to support/help foreign individuals enter our country while homelessness still exists in America.
Then, maybe add previous offer to add some beds to help AT the border, remove all other restrictions on ICE from it and kick it back across the pond. Then when Dems reject it its on THEIR head if government shuts down.

No judge should accept a lawsuit at the beginning, but who knows.
If it comes before a judge, before the process has been exhausted, the judge should kick it because it’s not ripe.
Once there is an Emergency Declared, in order for Congress to end it, a legislative process kicks in.
The proclamation is transmitted to congress and published in the Federal Register.
Congress can terminate the proclamation by concurrent resolution.
The concurrent resolution process then takes on a life of its own.
If there is a concurrent resolution, it gets sent to the President for his signature or veto.
If veto, 2/3rds of Congress needed to override.
The president doesn’t need to fight 2/3rds, he only needs to concentrate on the number needed in each house to sustain the veto.

Its fine. Trump knows how to handle a deal, even a bad one, and get what he wants.
Also, the extension of the debate has given a lot of people time to ask themselves whether its really right for droves of unvetted people to be allowed to flood into the country and immediately go on welfare. Even in the 19th century, Irish, German and Eastern European immigrants (such as my great grandparents) who came through our ports had to be able to provide a letter from a relative or an employer stating that they had housing and a job, a modest amount of cash in their pockets (enough to get to the house), and had to pass a health check. Many got sent back.

I completely agree. All this 3-D chess that Trump critics like to scoff at, really is being played. If POTUS could have declared a national emergency two months ago, why didn’t he? Well as you point out, a big part of it was to expose the Dims and MSM for their dangerous stance on the issue. Other things had to be in place as well. I’m convinced we will be hearing about RGB’s retirement or death very soon. Once that happens, POTUS can be confident he will survive any legal challenges to his national emergency declaration.
