MCCONNELL; Trump has said he will sign the spending bill AND issue an emergency declaration at the same time.
Yay, Trump! Fight, Trump fight! Hit ‘em with your left. Hit ‘em with your right. Hit ‘em ‘til they drop. Kick with all your might (then stomp on them, but I can’t make that rhyme).
I agree, the tempers are high when the bill hasn’t even been voted on by the House and Senate yet.
But I am still asking questions that I hope legal experts can answer. This is an appropriation bill. It is funding. People are saying its amnesty and has provisions for letting minors or families with come in without detention. That would seem to be a bill killer if true, but my question is, can Congress combine LAW with appropriation at all? The process, which is SNAFU I agree, I thought was you passed law and/or authorization, and that was separate for appropriation.
From the interwebz: Authorization vs Appropriation. Authorization laws have two basic purposes. They establish, continue, or modify federal programs, and they are a prerequisite under House and Senate rules (and sometimes under statute) for the Congress to appropriate budget authority for programs.
So I don’t think this can be anything but a budget appropriation, but I ask legal folks to clarify for simple engineers like me.
I’m just trying to catch up. I’ve learned not to get too upset about anything until it’s a done deal.
This “government” cannot secure 2200+ miles of border, yet they are going to come against American with “overwhelming force?”
An “well-regulated” - meaning well trained and practiced - armed individual is more than capable of the task.
Moreover, once the word gets out that individual Americans are taking upon themselves the duty to “do the work government won’t do,” you would be surprised to discover how many Americans would likely follow that course of action.
Think of how long many of us have chomped at the bit over this issue.
Many individuals would suddenly feel some steel in their spines, and proceed to their duty, as citizen militia - which was and remains the point of having a Second Amendment in the first place.
How many here continue to complain about our dependency on government - welfare, etc ... but then think nothing about leaving the defense of the nation wholly in the hands of that very government they have come so much to distrust and even hold with contempt!

I’ve been guilty of letting the media stir me up into a frenzy of panic and feeling betrayed - and every single time Trump manages to come out on top anyway in a day or two.
Don’t get me wrong. There are lots of things he’s done (or, more precisely, HASN’T done) that get under my skin. I will NEVER understand why he put off the wall until after the elections (because “some politicians I have a great deal of respect for” asked him to), why he hasn’t done a damn thing to reign in his seditious “justice” department (including nominating yet another swamp creature as AG), and why - as usual, absolutely NOTHING has been done to bring ANY democrat to justice anywhere for anything. That’s all very frustrating.
But I’m waiting and this time around I’m giving him the benefit of the doubt. He’s got to have SOME plan. I want to hear him explain it to me before I start looking up at the sky to see if there’s still any of it up there.
My understanding is the same as your’s. The rules in this appropriation bill expire on Sept. 30, 2019 and are only tied to the funding within it. So if Trump does not use the fencing money the bill has in it during that time nothing in it would apply to his Emergency Declaration. It only applies to the 55 miles they are paying for. There are many loopholes for Trump IMHO...

On Fox News radio whoever Guy Benson is is against the NE because he hates the use of the power. But Tom Shilue on earlier all in favor and wanted Trump to veto the compromise bill. I tuned in to hear callers comments. Hannity was lame. Turning it off now.

That may be for the allocated part only. I really dont know, but I trust President Trump to get the job done. We havent had anyone like him on our side, in my lifetime.
