I don’t think you quite understand the contempt that anyone who knows what goes on in the Pengtagon has for their so-called “acquistion experts.”

Houston, I think we have a problem. That's enough to choke a Rhino, no not a RINO. It will be neither market driven, nor dynamic, and I am wondering if anyone can explain what in the Sam Heck a framowork means in gubmint bafflegab. I think it means that the purveyor has no clue what actually to, but here is a broad outline developed and explained in a 200 slide powerpoint presentation developed by the same beltway bandits who are going to paid a goodly sum to turn the framework into a plan of action - another bit of DC bafflegab.

We need to rename socialism as genocide. They know what happens and they want to do it anyway. There are no jobs. Jobs are destroyed. There is no life. Life is destroyed. People naturally resist the commands of the left when they are free, so they must be reigned in. The promised utopia is in their dreams and has failed time and time again. The probability of death and destruction is extremely high.
Becoming an acquisition “specialist” is a multi-year job. You spend so much time on it that you probably forgot anything you ever knew as a military officer about what these things were supposed to do. Besides, no real fighting man would but up with it so they are screening for folks without a lot of fight or gumption. It’s a horror.
On a darker note, if an aircraft crashes it usually doesn’t disable other air traffic. We can only imagine what would happen to a track system and how long it would be out of service if a train derails and wrecks at high speed.
What about Alaska, high speed rail through Canada or electric boats, for 4 or 5 days at sea?

Passenger rail loses massive amounts of money every time it’s tried in the modern era. Large public subsidies must be built in.
Once it is public, it becomes a target for income redistribution (see Denver RTD recent example). Fares for paying customers go up. Fares for homeless go down, subsidized even more by both taxes and fare-paying customers.
And ridership is falling all over the nation. Uber and Lyft are killing metro area rail. Long distance passenger rail is even less economic.
The only way to make it work is a monopoly caused by shutting down air and auto travel.

The Florida to NYC Amtrak trains are said to pay their way. Don’t know that any other one does.
Maybe at some future date everyone will decide that they want to ride trains. If so, it won’t require the gov’t to stick their nose in it. Railroads will be accommodating a paying public.
