Virginia speaker has 'rightful hesitation' about impeaching Northam, highlighting potential

Washington (CNN)Virginia GOP Speaker Kirk Cox expressed skepticism on Monday that the legislature should try to force Democratic Gov. Ralph Northam out of office, highlighting a potential constitutional impasse the commonwealth could face should Northam decline to step down.

"I think there's a rightful hesitation about removal from office, because obviously you have to consider that to some degree you're overturning an election," Cox said. "I think the constitutional provisions are very specific on the succession of office. It really does call for mental or physical incapacitation. That's what it was meant to do."

Pressure has grown on Northam to resign since revelations about a racist photo on his yearbook page and an ensuing news conference where he admitted to darkening his face to look like Michael Jackson for a dance competition. The governor has said he will not step down, and a source told CNN that Northam argued in a Cabinet meeting on Monday that he would be labeled a "racist for life" if he accepted the wide-ranging calls for him to step down. Cox, who leads the GOP-controlled Virginia House of Delegates, said Monday they had opted to call for his resignation because of the "high standard" required in Virginia for impeachment.

According to Virginia professor A.E. Dick Howard, no Virginia governor has ever been removed from office via impeachment, although the Virginia Constitution provides such a mechanism.

I say keep him. The Democrats deserve him. So does the state.

As much as I dislike Northam, this is not a matter for impeachment.

Let him twist in the wind.

Section 17. Impeachment The Governor, Lieutenant Governor, Attorney General, judges, members of the State Corporation Commission, and all officers appointed by the Governor or elected by the General Assembly, offending against the Commonwealth by malfeasance in office, corruption, neglect of duty, or other high crime or misdemeanor may be impeached by the House of Delegates and prosecuted before the Senate, which shall have the sole power to try impeachments.

I don't give a damn for him, but how does what he allegedly did 30+ years ago fit in with this?

I hope he stays right where he is! This country needs to be constantly reminded that the Rat party is the party of slavery, Jim Crow laws, the KKK, and opposition to 1960’s civil rights laws. The Rats are NOT and have never been on the side of angels.

The putrid Rats want to paint EVERYTHING the GOP stands for as racist. They have no positive nor constructive ideas to otherwise offer.

Try to look at Northam in a positive light, as it is he’s basically neutered by the Republican legislature and appears as a racist drag on the Democrat party.

I see no benefit to removing him from office.

The Democratic Party has rewarded the voters of Virginia with a choice between a rapist and a baby-killing racist.

I say that first we make Northam comfortable. We can even resuscitate him if that’s what the electorate wishes. And then we will discuss his future.

No, it specifically mentions 'high crimes and misdemeanors".

Maybe Cox is taking this chance to get a shot in at Ruthie Ginsberg?

I suspect that Northam VIOLATED Virginia’s constitution (or oath of office) when he advocated for infanticide. Why not impeach him over that instead?

He should be forced to hide his head in shame. Under a white hood with a pointed to. Labeled with a scarlet KKK on it.

Seems fitting /s

The Media wouldn’t report a single negative story on Obama. They required so many sources on the record, then they were “reliable” enough sources.

Now, every rumor about Trump started two hours ago gets on every single Network.

This is the same thing here, they needed more corroboration. The woman in Alabama (Roy Moore) forged his signature in her yearbook, and the woman’s home was paid off, but it was good enough for the Media to smear.

Virginia does not have a “recall” law? In California, there is the possibility of voters recalling somebody, even if they just don’t like him any more.

Agreed. Doing something stupid decades before you entered the governor’s office, is not an impeachable offense.

Offending politically correct liberals, is not an impeachable offense.

Admitting to dressing as Michael Jackson is not an impeachable offense.

That’s hilarious.

I typed “Ralph Northam black face” into Duckduckgo.com and had to dig several pages before I found a solitary picture of the person in Black Face.

Tell me Google Mom’s aren’t skewing algorithms.

One of the biggest stories going around and I had to dig for the pic.

Anyway, if anyone can find an original photo, I want to rasterize it, which should reveal who the person is in black face...

But is promoting infanticide an impeachable offense?

The VA governor is not going to resign over a yearbook photo nor should he. He will follow the Clinton model and wait it out.
