Bloomberg sure is a complicated fellow. First he says that private citizens shouldn't be carrying guns. Then he says that they should. Maybe everyone should just self-identify as private police officer. Then you'd have Bloomberg's support.

If you live in the inner-city of Baltimore....unless you live in a building with a armed guard presence, you aren’t secure unless you carry a weapon yourself. All of these urbanized regions in the eastern half of the nation are the same. If you have an active police presence (like NY City), then it makes a difference. But there are dozens of areas which simply can’t protect the residents.

Not one single word on how this proposed armed police force will be funded.
Can you say "increased tuition", boys and girls?

Surely you didn't think Mayor "Major Donor" Mike would allocate his donations for this, did you?

I think he’s been pretty consistent—no guns for peons and lots of guns to protect the non-peons.

The university should definitely have a private police force to patrol the property and expel interlopers. Not only that, but there should be a wall with controlled entry points. That way, the students will be much safer. It’s a totally reasonable request.

Having been to the sprawling campus of the Cleveland Clinic a number of times I’ve noticed they have this.

Tom Clancy wrote about these people in Red Storm Rising.

They were the Soviet Leaders who had their own special well stocked stores to shop in and other perks. Meanwhile the gray, dismal masses suffered with mere survival.

In the East, as far west as Chicago, there’s a category called “Special Police” or “Constable”. Here’s the Maryland State Police definition:

“Special Police

A special police officer is an individual at least 18 years old, who holds a commission granted by the Governor. Generally, a commission authorizes the officer to arrest individuals who trespass or commit offenses on the property described in the commission, exercise the powers of a police officer on the property described in the commission, and exercise the powers of a police officer in a county or municipal corporation associated with the property described in the commission, and direct and control traffic on public highways and roadways in the immediate vicinity of the property described in the commission.”

They generally have no authority off the property, which is usually some government or educational property, although large companies can also get their own private police.

Having spent some time there, I’d say the alumnus is worried the 8foot fences topped with barb wire aren’t effective enough to keep residents of the surrounding neighborhood out.

Varies by state, but there are many armed campus police departments, both private and public:
